تداعيات السلسلة: بوادر حلحلة بين بري وجمعية المصارف وقبيسي يكتفي بتجميد الدعوى ضد فرانسوا باسيل

ظهرت بوادر حلحلة بعد ظهر الجمعة بين رئيس مجلس النواب نبيه بري وجمعية المصارف بعد رفض استقبال وفد منها صباحا، في حين اكتفى عضو كتلة "التنمية والتحرير" النائب هاني قبيسي بتجميد دعوى قدمها ضد رئيس الجمعية فرانسوا باسيل، على خلفية ملف سلسلة الرتب والرواتب واتهامه النواب بالسرقة.
وأفادت الوكالة "الوطنية للإعلام" بعد ظهر الجمعة أن قبيسي أعلن في دردشة مع الصحافيين من البرلمان انه جمد الدعوى وذلك اثر اللقاء الذي تم بين باسيل ووزير المال علي حسن خليل.
وأضاف قبيسي "المفاوضات مع وزير المال الاستاذ علي حسن خليل وجمعية المصارف كانت إيجابية، وبناء على تعليمات من دولة الرئيس نبيه بري جمدنا الدعوى، في انتظار نتائج المفاوضات".
إلا أن قبيسي أكد "أننا احتفظنا بحق الادعاء حتى يعود رئيس جمعية المصارف عن كلام جارح بحق كل سياسي لبناني".
وكانت قد كشفت الوكالة عينها صباحا الى أن "بري لم يستقبل جمعية المصارف قبل قيام رئيسها بتقديم اعتذار علني عبر كل وسائل الاعلام عن الهجوم الذي شنه على النواب والمجلس النيابي".
من جهته أوضح وزير المالية علي حسن خليل أن "قرار سحب الدعوى التي رفعها النائب قبيسي بحق رئيس جمعية المصارف بيد رئيس المجلس النيابي لأن الاهانة طالت مؤسسة مجلس النواب ككل".
وفي هذا السياق، أشار باسيل خلال مؤتمر صحفي لجمعية المصارف إلى انه "لم يتهجم على نائب معين، او على رئيس المجلس النيابي نبيه بري، و"الذي نتكل عليه لايجاد الحل الناجح لهذا الصراع الموجود بين الهيئات الاقتصادية وجمعية المصارف واللجان النيابية".
وكشفت معلومات "الجديد" أن جملة باسيل هذه اعتبرها بري "بمثابة إعتذار لفظي كونه يوضح الصورة حتى لو أنه لم يكن إعتذاراً رسمياً".
من جهة أخرى قال باسيل أن "جمعية المصارف ومصرف لبنان ووزارة المالية امنت للبلد طوال العقدين الماضيين الاستقرار النقدي والمالي والمصرفي، وهذا الاستقرار الثلاثي ادى الى استقرار اجتماعي ونقدي لذوي الدخل المحدود بشكل خاص".
ولفت الى ان "الاقتراحات الضريبية من قبل اللجان النيابية سيكون لها اثار سلبية على المودعين، خاصة وان الودائع المصرفية تشكل لبعض منهم المدخول الاساسي لا سيما بعد التقاعد".
واعتبر ان "الضرائب تفرض في ظل ازمة اقتصادية بالغة الصعوبة، ما يضع على المواطنين عبئا اضافيا، ويلغي سلفا النتائج المرجوة لسلسلة الرتب والرواتب"، مردفاً ان "مطلب سلسلة الرتب الرواتب مطلب حق واستحقاق، وان تردي اوضاع العاملين في القطاع العام يرجع الى تأجيل البت في الموضوع لسنوات، في حين اننا كقطاع مصرفي لا نتوانى عن تحسين اوضاع موظفينا".
وأكد باسيل أن "جمعية المصارف لم تتوانى عن الوقوف الى جانب اللبنانيين، في العديد من المواقف، في دعم الجنوبيين في مواجهة اسرائيل، ودعم الجيش في حملة نهر البارد، ودعم الهيئة العليا للاغاثة، واعادة اعمار وسط بيروت والتعويض عن المتضررين من تفجيرات عام 2005".
واكد ان "جمعية المصارف مع دولة القانون والمؤسسات، ولم نتوانى يوما عن دعم مالية الدولة لتوفير التمويل الضروري والملح لسد عجز الخزينة".
واعتبر باسيل ان "اقرار سلسلة الرتب قضية محقة، ويتعين على اصحاب القرار المالي والسياسي والاقتصادي التعامل مع الموضوع بروية، ويجب تنفيذ سلسلة الاصلاحات التي تنادي بها المرجعيات الدولية، وفي طليعتها الاصلاح الجذري للمؤسسات العامة، وفي طليعتها مؤسسة كهرباء لبنان وملء الشواغر في المؤسسات العامة، وتحسين جباية الرسوم والضرائب، وتفعيل العمل في مؤسسات الدولة".
ولفت الى ان "الاجتماع مع وزير المالية علي حسن خليل كان ايجابيا"، نافيا ان "يكون هناك اي تشنج معه، ونحن لدينا اقتراحات جديدة سنبحثه حتى الغد".
يذكر أنه بحسب ما تسرب من اجتماع اللجان الأربعاء تم إقرار رفع الضريبة على الفوائد في المصارف من 5 الى 7 في المئة وضريبة على ارباح المصارف بما يؤمن 200 مليار ليرة إضافية للسلسلة.
وفي رد سريع قررت الجمعية العمومية لجمعية مصارف لبنان الخميس "إقفال المصارف الجمعة في 11 نيسان 2014 في موقف احتجاجي على الإجراءات الضريبية المقترحة" من قبل اللجان.
من جهتها رفضت الهيئات الإقتصادية في اجتماع طارئ ما أقر من "ضرائب كارثية على الاقتصاد الوطني، وعلى المؤسسات الإنتاجية التي تشكل عصب الاقتصاد اللبناني".

any proof for that phoenix? i'm not a big fan of berri, but people fantasize too much about what "could be" while not seeing what is. whatever millions or hundreds of millions berri could have, dont even begin to compare with the tens of BILLIONS that hariri stole in broad daylight. as long as m14 acts like it never happened, they will not be credible.

I also happen to know some Lebanese who deal Diamonds, big family, Berri has literally squeezed the guy out of a lot of money before allowing him to open in Lebanon. So I happen to know, how he is paid and where. Need not say more, and oh, Sit Randa too does big on extortion commission, call them the Bonie and Clyde couple of Lebanon. You think Berri has any right to use the pristine picture of a truly good man like Sayed Mousa Sadr? Why then does he use it but cover his greed for money and power.

But I need to clear my conscience in regards to Berri, even though he loves money like crazy, still, we Southerners owe him big big time for having stood by us Christians and protecting us and our villages and properties during those difficult years against those ungrateful guests we call Palestinians, the friends of Cedar and Bani Maarouf. Berri even brought those who wanted to leave for East Beirut, then when the war was over, our houses and villages remained almost intact from Palestinian designs. At least here I made my peace with myself and Berri.

phoenix surely berri is not a saint, far from that. as i said i dont really fancy him, but still i avoid going into fantasies about him.
the fact that berri takes "cuts" on private projects is probably true, he acts as either a facilitator or a ("complicator" if he doesnt get his cut) and this is WRONG, totally agree with you, but this remains between him and the private companies and investors, it's not public money. when private companies get in bed with him to enable certain projects, they still make money and wouldnt pay him if they weren't getting their prize in the process.
i'm much more concerned about public funds being embezzled, because we as people just get stolen and dont get anything in return.

Disband exclusive agencies instead of increasing wages and the purchasing power would increase by itself without the counter effect of inflation and the budget problem. Besides that the purchasing power would be increased by 30% so growth would be stimulated. But instead of logical steps in order to reform your economy no political person proposed that solution except Charbel Nahhas. Being with our against that guy is not about politics but about being with the right or the wrong on this issue.
