سوريا المدمرة تستعد لإعادة انتخاب بشار الاسد

تستعد المناطق السورية التي يسيطر عليها النظام لاعادة انتخاب بشار الاسد لولاية رئاسية ثالثة، في وقت يبدو ان كفة النزاع المسلح القائم في البلاد تميل لصالحه في ظل تشتت صفوف المعارضة وانقسام المجتمع الدولي.
ويخوض الاسد الانتخابات امام منافسين اثنين وافقت المحكمة الدستورية العليا على الترشيح الذي تقدما به، وهما عضو مجلس الشعب المستقل ماهر الحجار ورجل الاعمال حسن النوري الذي ينتمي الى تيار معارض مقبول من السلطة. لكنهما لا يشكلان اي منافسة جدية للاسد الواثق بعودته على راس السلطة في ولاية ثالثة تمتد مبدئيا على سبع سنوات.
ولم يترشح اي من المعارضين الى الانتخابات التي تعد نظريا "اول انتخابات تعددية" منذ نصف قرن في سوريا. وتم انتخاب بشار الاسد ووالده من قبله حافظ الاسد الذي حكم البلاد بقبضة حديدية منذ العام 1970 ولغاية وفاته في عام 2000، بموجب استفتاءات متتالية.
وحتى لو ارادوا الترشح، فان المعارضين الموجودين بمعظمهم في الخارج، ممنوعون من ذلك عمليا، كون القانون الانتخابي اشترط ان يكون المرشح اقام في سوريا بشكل متواصل خلال الاعوام العشرة الماضية، كما اشترط حصول طلب الترشح على دعم 35 عضوا في مجلس الشعب.
وتعتبر المعارضة السورية والدول الغربية الداعمة لها هذه الانتخابات "مهزلة" و"غير شرعية".
ويقول مدير المعهد الالماني للسياسة الخارجية وقضايا الامن فولكر بيرتيز ان "هذا الاقتراع لا يهدف الى قياس شعبية الاسد، ولكن الى اثبات ان النظام قادر على ارغام البلاد، او المناطق التي يسيطر عليها تحديدا، على التعبير عن الولاء له".
-الاقتراع في رقعة تمتد على 40 في المئة من مساحة البلاد-
ودعي الى الاقتراع، نظريا، كل سوري يبلغ من العمر 18 عاما وما فوق، بمن فيهم سبعة ملايين شخص نزحوا من اماكن سكنهم بسبب النزاع الى مناطق اخرى داخل البلاد، والثلاثة ملايين الذين لجأوا الى خارجها. الا ان القضية اكثر تعقيدا عمليا.
ويقول الناطق باسم المحكمة الدستورية العليا ماجد خضرة لوكالة فرانس برس "ستجري الانتخابات في جميع المدن السورية باستثناء الرقة (شمال)" التي يسيطر عليها تنظيم "الدولة الاسلامية في العراق والشام" المتشدد.
ويستشف من اشارة خضرة الى "المدن" انه لن تكون هناك مراكز انتخابية في الارياف، كريف العاصمة او شمال وشرق البلاد او المناطق التي يسيطر عليها مقاتلو المعارضة في حلب (شمال) ودير الزور (شرق).
وسيجري الاقتراع في نحو اربعين بالمئة من الاراضي السورية حيث يقطن حوالى ستين بالمئة من السكان، بحسب الباحث الفرنسي الخبير في الشان السوري فابريس بالانش.
في الخارج، تجري الانتخابات في السفارات السورية اليوم الاربعاء، وقد منعت دول عديدة عربية وغربية تنظيم عملية الاقتراع على ارضها.
وقد سجل نحو مئتي الف سوري اسماءهم على لوائح الاقتراع في 38 سفارة، حسبما نقلت صحيفة "الوطن" القريبة من السلطات عن مصدر في وزارة الخارجية.
واعتبر المصدر العدد "مقبول نسبيا، إذا أخذنا بالاعتبار منع كل من فرنسا وألمانيا وبلجيكا، حيث تتواجد الجالية السورية بكثافة، المواطنين السوريين عن التعبير عن رأيهم".
وتجري الانتخابات في موازاة استمرار الحرب التي قتل فيها اكثر من 160 الف شخص وتسببت بانهيار الاقتصاد وتدمير البلاد وانهاك الشعب. وتحول النزاع الى عسكري بعد اشهر على انطلاق حركة احتجاجية مناهضة لنظام بشار الاسد في آذار 2011 تم قمعها بالقوة.
تفاهم ايراني -سعودي
ويرى الكاتب الفرنسي سهيل بلحاج، واضع كتاب "سوريا بشار الاسد، تشريح لنظام استبدادي"، ان الاسد "يريد ان يثبت انه البديل السياسي القادر على اعادة الامور الى نصابها واحلال الشرعية، وان جاءت هذه الشرعية عبر اجراء سياسي غير ديموقراطي ومفبرك".
وتجري الانتخابات التي انتقدها الغرب ودول عربية ودعمتها موسكو وطهران، حليفتا النظام الاساسيتان، في حين تبدو كفة الوضع العسكري بشكل عام مرجحة منذ فترة لصالح النظام الذي يؤازره مقاتلون من حزب الله اللبناني، ولو ان الانتصارات من هذا الطرف او ذاك تبقى محدودة وعاجزة عن تحقيق الحسم.
وينظر النظام من دون شك بعين الرضى الى الصراع الدائر في بعض المناطق بين تنظيم "الدولة الاسلامية في العراق والشام" وفصائل اخرى في المعارضة المسلحة ابرزها "جبهة النصرة"، ذراع تنظيم القاعدة في سوريا، بعد ان كان الطرفان يحاربان النظام جنبا الى جنب.
ولا يتوقع ان تحدث الانتخابات تغييرات كبيرة على المشهد السياسي. ويرى ارون لوند، صاحب مقالات وابحاث عديدة حول النزاع السوري لصالح المعهد السويدي للشؤون الدولية، ان "تعديلا وزاريا قد يحصل، ولكن لن يكون هناك اي تغيير سياسي".
ويضيف ان النظام قد يقوم ببعض المبادرات الصغيرة "من اجل الاستهلاك الدولي ولكي يثبت لمناصريه ان لديه مخططا واقعيا للمستقبل".
ويعتبر بيريتز "ان من شأن ذلك ان يجعل الحل السياسي اكثر تعقيدا، لكن ليس مستحيلا"، مشيرا الى انه "سيتوجب على ايران والسعودية (المساندة للمعارضة) ان تتحاورا من اجل اقتسام السلطة في دمشق".

Not only I criticize both but I criticize more their supporters who are simply viewing things as M8ers or M15ers I advocate the elimination of both because in my opinion both are using Lebanon as the battleground for their personal vendetta at the expense of the country's interest and the well being of its citizens.

HA organized the syrian presidential elections in Lebanon but failed and boycotted the Lebanese presidential elections. Those Syrians(Shia Lebanese) who showed up and clogged the streets are not refugees and should be deported to Assad controlled territories. Others confirmed news indicate many of the real refugees were intimidated and threatened if they did not vote for Assad including not renewing their papers, not allowing them to go back, etc.
The Lebanese government should be ashamed for allowing this farce to happen.
