بري يتمسك بالمختلط لأنه "لا مخيّط بإبرة ولا مضروب بدبوس"

اعتبر رئيس مجلس النواب نبيه بري أن اقتراح القانون المختلط (الذي قدمه) أفضل "ضمان لتمثل جميع الطوائف".
وصّرح في مقابلةٍ له عبر صحيفة "الأخبار" السبت، أن هذا المشروع "لا مخيّط بإبرة ولا مضروب بدبوس" مشيراً الى انه ينطوي على "الغموض البنّاء" الذي يحمل الكتل والاحزاب على البحث عن حلفاء متشعبي الاتجاهات والخيارات.
وأضاف: " ان توزيع المقاعد مناصفة على التصويتين النسبي والاكثري يجعل توقع نتائج الانتخابات سلفاً صعباً، خلافاً للمشاريع الاخرى المتداولة التي وضعها أصحابها على قياسهم، كي يضمنوا الاكثرية النيابية".
كذلك، اعلن رئيس المجلس أن المشروع المختلط يعطي المسيحيين مقاعد بأصواتهم اكثر مما يعطيهم اياها اقتراح اللقاء الارثوذكسي لافتاً إلى أنه يؤدي في الوقت نفسه الى الاهداف التي يتوخاها ذلك الاقتراح.
وبموجب قانون اللقاء الأرثوذكسي فإن كل طائفة تنتخب نوابها، بينما يجمع قانون المختلط المقدم من بري بين النسبي والاكثري.
وأشار بري إلى أن النسبية "افضل ضمان لتمثل الجميع، من دون التخلي عن التصويت الاكثري".
إلى جانب ذلك، رأى أن الانجاز الفعلي في اقتراحه هو انه "يعتمد النسبية للمرة الاولى في تاريخ قوانين الانتخابات ( وان جزئياً) ويشقّ الطريق امام مرحلة جديدة في خوض الانتخابات النيابية، كما في بناء التحالفات".
وبدأت اللجنة النيابية المكلف بحث قانون انتخابي جديد، بعقد جلساتها في عين التينة، في أول تشرين الثاني الفائت حيث تم التشديد على وجوب الحفاظ على صحة التمثيل لكافة الأطراف.
يُشار الى ان مجلس النواب مدد مطلع الجاري ولايته للمرة الثانية، تنتهي في حزيران 2017، بعد فشلهم في التوصل الى قانون انتخابي (والبقاء على قانون الستين حيث يعتمد القضاء كدائرة انتخابية)، في المرة الاولى، وفشلهم ثانية في انتخاب رئيس للجمهورية بعد رفض الرئيس السابق ميشال سليمان تمديد ولايته التي انتهت في ايار الفائت.

proportionality is the healthiest way for all Lebanese and for the interest of Lebanon , it give every party ,group, person its right size and everyone aginst proportionality is for an electoral law best for his interest or his party or religion

Why doesn't Naharnet ever discuss the Taef Accord provision that reserves half of Parliament for so-called Christians? With that as the main feature of the Lebanese constitution, it doesn't matter how you divide up the seats after that, you've already guaranteed yourselves chaos and violence. All flowing from the initial incompetence. A democracy means majority rule.

This unbalance gives Christians a proportionally higher representation compared to other communities. This is one reasons while there will always be Christians MP elected by non Christians.

Every time we have to elect a PM, it becomes an eternal problem. Every time we have to elect a President, it also because an eternal problem. People like Nabih Berri start to toy with one law after the other, they procrastinate, keep wasting the time of the Lebanese people as eternally and as painfully. One foreign delegation after the other comes and goes. I am now of the belief that that only partition will work for Lebanon, even a federal system is no good. There are those who wish to fight for a Sunni nation, the others for a Shiite one, and then there are people whose only desire is to live in a land of laws, freedom and prosperity. Let those who wish to die for the KSA have their mini republic, and the same goes for those who want a mini Iran, but let them leave that Lebanese citizen who wants nothing of it all, to live in his small patch, but live without all those mad people who only see in Red, Blood Red.
