Having a billion dollar does not make you a prophet but if you use the billion dollar to do good things then yes you are a prophet (i.e. Build an Airport, Give loans to families unable to educate their children, rebuild downtown Beirut).
On your second concern, UAE, Kuwait and Saudi Arabia have no democracy per say but their legal system is fair towards their citizens in a sense that you get a warrant and lawyer to defend you legally versus being kidnapped and eliminated or thrown on the edge of the road daily. Can you come out alive from the Syrian prison? ask around and learn how justice works in your brotherly country which is why the people are sick and tired of this regime.
