سليمان يؤكد رفضه التوقيع على مرسوم الـ8900 مليار ليرة

أكد رئيس الجمهورية ميشال سليمان "انا لا أوقع مرسوماً كهذا (أي الـ8900 مليار ليرة) لأن ثمة مخالفات قانونية ودستورية تشوبه كما أن ثمة ملاحظات وضعتها لجنة المال والموازنة عليه، وهذه الملاحظات هي جزء من المخالفات".
وكشف سليمان في حديث لصحيفة "النهار" الخميس أنه "قد قلنا في الجلسة عدلوا المشروع وارسلوه الى مجلس النواب على ان يتضمن ملاحظات لجنة المال وملاحظات أخرى قد يراها وزير المال (محمد الصفدي) بما يكفل عدم الطعن في المشروع دستورياً وقانونياً".
وقد عقد مجلس الوزراء الأربعاء جلسة في قصر بعبدا برئاسة سليمان الذي اقترح اعادة صياغة مشروع الـ8900 مليار وارساله الى مجلس النواب.
وأضاف رئيس الجمهورية للصحيفة عينها "أنا لا أوقع على أمر سيسقط، ويهمني أن أؤمن الانفاق.
كما أشار إلى أنه "قد برزت نواقص في المشروع ولا بد من وضع مشروع آخر أكثر شمولية يعرض على مجلس النواب، كما لا يجوز تعطيل الجلسة بافقادها النصاب لأن تعطيل النصاب ليس الحل ولو كان حقاً ديموقراطياً".
وفي هذا السياق، كرر سليمان تأكيده "أنا يهمني الا اوقع اي شيء بعيد عن الدستور، كما يهمني انتظام عمل المؤسسات الدستورية".
كما أوضح أنه "قد كلفت اشخاصاً عديدين واكدوا لي وجود مخالفات في المشروع فكان لا بد من الموقف الذي اتخذته في مجلس الوزراء".
وكانت قد أشارت تقارير إلى أن سليمان يتجه إلى استخدام صلاحية التوقيع على مشروع القانون، نتيجة عدم إقراره في مجلس النواب بعد مرور 40 يوما على تلاوته في جلسة عامة في مجلس النواب.
لكن الأخير يرفض التوقيع على المشروع نظرا للمخالفات التي يحتويها.
وقد عاد ملف الانفاق من خارج الموازنة إلى الواجهة مع بروز تهديد جديد تمثل باحتمال توقف رواتب موظفي القطاع العام والمشاريع الممولة من خزينة الدولة في أواخر شهر أيار المقبل.

All you have done in this governement is take back what was agreed upon from 2005-2010 governements but that was never applied, between wars you created in 2006 with your friends the zionists, to may 2008, to tents in downtown in 2009 for a year, to obstructing every parliament meeting or resigning from every cabinet just to contest the STL supposedly. Skyfall no doubt you are against representational voting. You like things done right? The approval of the STL by the previous government was unconstitutional but I'm certain you approve of that. Suleiman wants to appoint the Head of the Judicial coucil and that is his bargaining position. No Judge no budget, Quid pro quo. That is also unconstitutional. As for ImBassil. He isn't in it for the money. One more thing, Israel wants instability in Lebanon and Syria . Hezbollah is unexpected consequence of Israeli actions. If Saudi wanted to fund Hezbollah like they are presently funding salafist terrorists in Syria (I'm also sure you like that) then Hezbollah wouldn't be exclusively an Iranian proxy. But Saudi doesn't semm to mind Israel invading Lebanon and killing Lebanese or Egyptians or Turks or anyone else. Do they?
