Aoun: June 8 Parliamentary Session is Constitutional
إقرأ هذا الخبر بالعربيةFree Patriotic Movement leader MP Michel Aoun announced on Tuesday that progress has been achieved in the government formation process, adding however that he does not understand the reasons for the ongoing delay in the formation.
He said after the movement’s weekly meeting: “I have stated before that there is a conspiracy to obstruct the authority in Lebanon.”
“The obstruction in the formation is caused by the highest powers and not from us,” he stressed.
Addressing Wednesday’s parliamentary session, Aoun said: “Tomorrow’s session is a hundred percent constitutional.”
“The June 8 parliamentary session is constitutional and all MPs are obligated to attend it. No one has the right to obstruct it,” the MP emphasized.
The March 14 camp has criticized Speaker Nabih Berri’s call to hold a parliament session, saying that it aims to substitute government’s executive role.

Article 32 [Ordinary Sessions]
The Chamber meets each year in two ordinary sessions. The first session opens on the first Tuesday following 15 March and continues until the end of May. The second session begins on the first Tuesday following 15 Oct; its meetings is reserved for the discussion of and voting on the budget before any other work. This session lasts until the end of the year.
Article 33 [Extraordinary Sessions]
The ordinary sessions begin and end automatically on the dates fixed in Article 32. The President of the Republic in consultation with the Prime Minister may summon the Chamber to extraordinary sessions by a Decree specifying the dates of the opening and closing of the extraordinary sessions as well as the agenda. . . .

A June 8 session necessarily takes place outside of the time frame of the Constitutionally provided First Session since it is beyond May 31. Therefore this is an Extraordinary session of Parliament which can only be constitutionally called and convened under Article 33 by the President of the Republic in consultation with the PM. Neither Sulieman nor Mikati the PM Designate, or Hariri the Caretaker PM have called this session.
Second, a bill can only originate in the Council of Ministers and be forwarded to Parliament for action by the President under Article 53.
It is therefore impossible for this Parlimentary session to be constitutional or lawful. Aoun again is speaking nonsense and anyone who listens is wasting their time.

What is not Constitutional is Hariri's presence in Lebanon as a Lebanese and as a PM holding a Saudi nationality .
What is not Constitutitonal also , is to allow Mislim Sunni Salafi radical groups operate freely in Lebanon with licence as a political group .
What is not Constitutional , ios to let terrorists and thieves like Siniora , Fatfat , Hariri , and all that fanatic Sunni Wahhaby gang , operate and practice politic in Lebanon .
What is not Constitutional , is to let a Mufti like Kabbani and Jouzou speak in the name of the Sunnis in Lebanon .
What is not Constitutional , is to allow Raya Hassan to remain as the minister of Finance and accept all the irregularities she commits every day in the ministry of finance as if that was the special office of Saad Hariri or Bandar ben Sultan or any other Saudi Wahhaby prince ..
Many irrugularities are commited every day since Taef by the same Sunni Wahhaby gang with the strange blessing of the West .
