Report: Russia Offers Four Step Plan for Syria Arms Handover

Russia has handed the United States a plan for the Syrian regime to hand over its chemical weapons in four stages, starting with Damascus becoming a member of the Organisation for the Prohibition of Chemical Weapons, a report said Thursday.

The plan, first announced by Moscow this week, aims to avert threatened U.S. military action in retribution for a chemical weapons attack outside Damascus that the West says was perpetrated by the Syrian regime.

Revealing the details of the plan for the first time, Russia's Kommersant daily said it had been given to the American side on Tuesday, although Russia only announced on Wednesday evening that the plan had been passed on.

As a first step, Damascus would join the Organisation for the Prohibition of Chemical Weapons (OPCW), Kommersant said, quoting a Russian diplomatic source.

Then Syria would have to declare the location of the chemical weapons arsenals and where they are made. The third step would be allowing OPCW inspectors into Syria to examine them.

The final step would be deciding, in cooperation with the inspectors, how to destroy the weapons.

Kommersant, which is known for its strong foreign ministry sources, said that who would physically destroy the weapons has yet to be decided but it was not excluded that the United States and Russia could do this jointly.

Russian Foreign Minister Sergei Lavrov and U.S. counterpart John Kerry are due to discuss the plan in Geneva in talks Thursday.

Kommersant said that it was the American side who requested the talks after receiving a copy of the details of the Russian plan.

Why don't the syrian regime and Russia demand the hand-over and simultaneous destruction of the rebels' chemical weapons arsenal. After all, the regime has always maintained it was the rebels who used Sarin gas.

they like insisting, but they haven't proven anything. If the rebels had sarin or other chemical weapons, why didn't the regime request inspectors? After all, it would have been good PR for them.

and just an fyi, the sarin gas technology was provided by the Russians--both ASSad and Saddam used the same stuff and coincidentally, both were baath.

God Bless the democratic secular regime of president Asssssad. Their goodwill and love of humanity are indisputable as evident by Syria's immediate acceptance to join the OPCW followed by the destruction of its defensive stockpiles of bio-chemicals. In doing so, President Assssad leaves himself vulnerable to rebels' chemical attacks sponsored by the wahabi turkishstani regimes. Men make history when they make decisions that are resounding and ageless. Assssad is taking a risk that could cost him dearly, but his goodwill and love for humanity, minorities, and women are compelling reasons that outweigh the risks. Surely, after all this is said and done any further chemical weapons attacks within Syria can only be blamed on the takfiri rebels and their regional sponsors. Only time will tell how these suicidal chemical takfiris will react.... Great to be witnessing these historical events as they unfold right in front of us, the grandchildren of the baby boomers!

So it's okay to kill 100,000 by traditional weapons but God forbid if 1500 perish by chemical agents?!?!?! What kind of a sick logic is this? Are they saying that now you have a license to kill by the bullet? Who are these Americans and Russians fooling? And people in here support Assad or the rebels blindly. Assad is killing his own people. He is a "takfiri" himself: whoever doesn't worship his regime is a kafer and should die.
And btw Khamanei and Al Qaeda's Zawahri are all inspired by Sayyed Qutb, the leading member of the Muslim Brotherhood who was put to death by Nasser in 1966.
Inspired by Qutb, Khomeini came up with Wilayat Al Faqih. Khomeninism and Takfirism come from the same source. Both believe in revolution, jihad and terrorism.
The difference is that the Mullahs in Iran today have a lot to loose (power and lots and lots of money) to emulate the takfiris. They were The Terrorist in the 1980s but have since calmed down (except for Bulgaria).
Those regimes have enslaved their citizens for decades and it is time for them to let go. But they cannot. They would rather kill every Syrian and Iranian before giving up power, glory and fortune.

First time ever I hear this Takfiri word was last year. What a disgusting and despicable way to insult Sunnis.

People here tend to forget that it's Hezbollah who brought to Lebanon the Tchador....then years later we has the niqab (copycats). Hezb brought terrorism, then years later we had Assir. We need to deal with the 'originals' first so copycats think twice before imitating them again.
