Russia's announcement of an eight-hour ceasefire in Aleppo is "positive" but may not be long enough to allow humanitarian aid to reach the besieged Syrian city, EU foreign affairs head Federica Mogherini said Monday.
"It can be a start... for sure it is a positive step," Mogherini told reporters at the close of an EU foreign ministers meeting in Luxembourg, at which they adopted a statement saying Moscow and Damascus may have committed war crimes.
"The latest assessment from the aid agencies (however) is that 12 hours is needed so work is needed to find common ground," she added.
