Cabinet convened on Monday, at the Baabda Palace, for the first time since October.
President Michel Aoun presided over the session, after having met with Prime Minister Najib Miqati.
"What happened in the past months was not in accordance with the separation of powers, which is a constitutional law," Aoun said.
He added that the Cabinet disruption has affected citizens' living conditions and the work of the executive power.
"The disruption of the Cabinet sessions has worsened the general situation in the country," Aoun said.
Miqati’s government, which was formed in September amid an unprecedented economic crisis, had failed to meet since October.
The Shiite Duo, Amal and Hizbullah, had boycotted Cabinet to pressure the government into dismissing Judge Tarek Bitar, leading the Beirut port blast investigations.
They later took a joint decision to return to Cabinet “in response to the needs of the citizens” and “to prevent being accused of obstruction” after they were blamed for the worsening of the situation in the country.
Today's session "will discuss many basic topics that are essential for running the state affairs and giving people and employees their rights," Miqati said.
He added that another Cabinet session will de dedicated to approving the executive decrees of the issued laws.
The session will also discuss the 2022 state budget, a prerequisite for launching the negotiations with the IMF.
