i think we both understood each other here, and yes the energy ministry should know the standard practices. the only question is whether the standard practice
1-required the finance ministry to inform the energy ministry that the allocation was made
2-or that the energy ministry should have de facto opened an account and transmitted account details to the finance ministry
i wont claim i know the administrative procedure so i'm saying here honestly i'm guessing/assuming it's number 1 without certainty.
but let's be bigger than our politicians and not bicker on details, so what really matters to me is to getting that damn electricity working, for the sake of all lebanese :)

regarding me and what i think, if you're really interested (which i doubt), i think that when a biased organization points it's finger at their "usual suspect", we have to be careful as to how much it is true, and whether it is exaggerated.
when that biased org points the finger at their "usual protegee" it means that things that happened are so undeniable that they would lose credibility if they didn't say anything at all, so they say it, but minimizing it and using "soft" words.
try to imagine what their tone would have been, and the media hurricane that would have followed, if it was assad using children to fight
