why would rami abdel rahman lie to incriminate his allies the rebels?

when rami abdul rahman says 41 people died in a terrorist attack against a "pro-regime" area, and specifies that most were civilian men women and children, could he be lying? he is spokesman of the rebel, everybody knows that. when he announces this it is to claim a "victory" and scare people who are pro-regime by telling them clearly they should either stop supporting the regime or face death. this is the clearest and most straightforward expression of TERRORISM.

now keep joking around, your opinion doesnt matter, mine neither, the real matter is on the battlefield, the winner wont be the one who "announces" he killed the other, but the one who actually does.
