the civil marriage which is a much smaller issue already triggered fiery reactions, it however partially passed when they announced people who arent affiliated to a religion can now have a civil union. it's a small step, and more should follow, one step at a time, dont rough up people you dont want to have them against you which would only strengthen the resistance to change.

now i doubt the confessional system is the root cause for sectarianism, seeing as religions and sectarian mentality predate our political system by a few thousand years..
and you don't just "drop" something on or from people, unless you're being a dictator. it should come from the will of the people and all you can do is raise awareness, communicate, try to educate....
a good initiative for instance is the lebanese laic pride, which has been doing annual marches for 3 or 4 years now. each time the numbers grow, hoping it will eventually turn into a snowball effect some day and become big enough to impose change.. but it will take years
