He technically and morally had all right to access that building, and Rifi overstepped his authority when he sent 200 men into that building, and committed an act of mutiny when he refused to obey Baroud's direct order. Yes Baroud didnt want any problem so he resigned over that humiliation. It's not about "always blaming the ISF", but after such blatant disregard of rules Rifi should have been sanctioned, not necessarily sacked, but at least something, anything to say this was not acceptable.
