second, i think i had posted an answer there which seems to have been inexplicably censored (besides the bataritak one, which was understandable :D) where i was saying that if some poor people in impoverished areas cant afford to pay their bills then it would be very uncharitable to cut them from electricity, which should be a basic human right, regardless of religion.
third, according to the study from the world bank that you linked us to:
"The interruption in supply by the utility, EdL, is furthermore estimated to cost industry close to US$400 million in sales losses"
this means that the 1,2Bn$ pay themselves back in 3 years, only considering industry, and were not even talking about the billions that people pay in private "moteurs"
plus "there is a very real concern that Lebanon could reach the point of widespread and continuous blackouts as investment falls far behind demand"
meaning that those 400 millions in losses could skyrocket to much more
additionally "high O&M cost of all power plants due to insufficient regular maintenance and spare parts, as well as high technical losses,
result in very high production costs."
therefore a brand new plant would decrease drastically the average cost per MWh
for these reasons, we all know that building a new plant is inevitable, and the previous gov, although they talked a lotk never went through with actually executing (or even attempting to) the plans they talked about. now it's being done and they are obstructing it. walla, bravo 3aleyyon.
