الأسد يتقدم بترشيحه لولاية رئاسية ثالثة في سوريا

تقدم الرئيس السوري بشار الاسد الثلاثاء بترشحه الى الانتخابات الرئاسية المقررة في الثالث من حزيران، في خطوة غير مفاجئة تتجاهل تحذيرات الامم المتحدة والدول الغربية من "مهزلة" اجراء هذه الانتخابات.
ووصل الاسد (47 عاما) الى السلطة في العام 2000، بعد وفاة والده الرئيس حافظ الاسد. واعيد انتخابه باستفتاء لولاية ثانية في العام 2007. ويشكل رحيل الاسد عن سدة الحكم في البلاد التي تشهد نزاعا داميا منذ ثلاثة اعوام بدأ باحتجاجات مناهضة للنظام، مطلبا اساسيا للمعارضة والدول الغربية الداعمة لها.
واعلن رئيس مجلس الشعب محمد جهاد اللحام انه تبلغ "من المحكمة الدستورية العليا (...) طلبا من السيد بشار بن حافظ الاسد تولُّد دمشق 1965، بتاريخ 28 نيسان 2014 اعلن فيه ترشيح نفسه لمنصب رئيس الجمهورية العربية السورية"، خلال جلسة بثها التلفزيون الرسمي.
واضاف ان "المواطن الدكتور بشار حافظ الاسد"، بعث برسالة الى المجلس يقول فيها "انني ارغب بترشيح نفسي الى منصب رئيس الجمهورية العربية السورية"، طالبا من اعضاء المجلس تأييد ترشيحه.
وبحسب قانون الانتخابات، على الراغبين بالترشح تقديم طلب الى المحكمة الدستورية العليا، والحصول على موافقة خطية من 35 عضوا في مجلس الشعب، كشرط لقبول الترشيح رسميا. ويتألف المجلس من 250 عضوا تنتمي غالبيتهم الى حزب البعث العربي الاشتراكي بزعامة الاسد.
وبترشيح الاسد، يرتفع الى سبعة بينهم امرأة، عدد المتقدمين بطلبات ترشيح الى الانتخابات الرئاسية. ومن المقرر ان يقفل باب الترشح الى الانتخابات في الاول من ايار.
ورغم ان الانتخابات ستكون اول "انتخابات رئاسية تعددية"، الا ان قانونها يغلق الباب عمليا على ترشح اي من المعارضين المقيمين في الخارج، اذ يشترط ان يكون المرشح قد اقام في سوريا بشكل متواصل خلال الاعوام العشرة الماضية.
وكانت المعارضة السورية ودول غربية داعمة لها والامم المتحدة، حذرت خلال الاسابيع الماضية النظام السوري من اجراء الانتخابات، معتبرة انها ستكون "مهزلة" وذات تداعيات سلبية على التوصل الى حل سياسي للنزاع المستمر منذ منتصف آذار 2011.
وتعقيبا على اعلان ترشح الاسد، قال الناشط محمد نصر من جنوب دمشق لوكالة فرانس برس عبر الانترنت ان "مهزلة الانتخابات هي جزء بسيط جدا من الظلم الذي يتعرض له الشعب السوري، وسط صمت العالم والمجتمع الدولي".
وبعد اعلان الترشيح، نقلت وكالة الانباء الرسمية السورية (سانا) عن الرئيس السوري قوله ان "مظاهر الفرح التي يعبر عنها مؤيدو أي مرشح لمنصب رئيس الجمهورية يجب أن تتجلى بالوعى الوطني أولا وبالتوجه الى صناديق الاقتراع فى الموعد المحدد ثانيا".
اضاف "أهيب بالمواطنين السوريين جميعا عدم اطلاق النار تعبيرا عن الفرح بأي مناسبة كانت خاصة ونحن نعيش أجواء الانتخابات التي تخوضها سورية لاول مرة بتاريخها الحديث".
وكانت الرئاسة السورية اعلنت السبت انها تقف "على مسافة واحدة من كل المرشحين ليختار السوريون مرشحهم ورئيسهم بكامل الحرية والشفافية".
واعلن التلفزيون الرسمي السوري بعد اعلان الترشح، عن خروج عدد من المسيرات في مناطق يسيطر عليها النظام في دمشق وحمص وحماة (وسط)، "تأييدا للثوابت الوطنية والاستحقاق الدستوري بانتخابات رئاسة الجمهورية ودعما للجيش والقوات المسلحة في مواجهة الارهاب".
وفي سياق متصل، اعلن مسؤول سوري ان من غادر البلاد "بطريقة غير شرعية" لن يحق له الاقتراع خارج سوريا خلال الانتخابات الرئاسية.
وقال رئيس اللجنة العليا للانتخابات هشام الشعار لصحيفة "الوطن" المقربة من السلطات "لا يحق للسوريين الذين غادروا البلاد إلى دول الجوار بطريقة غير شرعية الإدلاء بأصواتهم في الدول التي يقيمون فيها".
واوضح "ان قانون الانتخابات سمح للمقيمين بالخارج الإدلاء بأصواتهم في حال كانت إقامتهم شرعية في الدول التي يقيمون بها".
وادى النزاع الى لجوء اكثر من ثلاثة ملايين شخص الى الدول المجاورة. ونزح الآلاف من هؤلاء عبر معابر غير شرعية، لا سيما الى تركيا والعراق.
وبحسب ارقام المنظمات الانسانية، فان 88 بالمئة من اصل مليون لاجىء سوري في لبنان، دخلوا عبر المعابر الشرعية.
واوضح الشعار ان "الأراضي السورية مفتوحة لكل مواطن سوري يريد ممارسة حقه الدستوري بالانتخابات ولاسيما المقيمين في الدول المجاورة"، مشيرا الى انه "من حق هؤلاء الدخول إلى الأراضي السورية للإدلاء بأصواتهم".
واشار الى ان اللجنة العليا للانتخابات ستعمل على استحداث مراكز للانتخابات "في كل المناطق السورية"، مشيرا الى ان "المناطق الساخنة ستكون من ضمن أولويات اللجنة".

It would be preposterous to think a vote could reflect a real choice. It would be impossible to hold polls in areas controlled by rebels. In areas under government control, many would not dare vote for anyone but ASSad for fear of secret police. ASSad has Obama's red line and Kerry talking out of turn to thank for his continued hold on power.
