The internationally recognized government of Yemen, known as the Presidential Leadership Council (PLC), operates largely out of Saudi Arabia, with key political consultations and swearing-in ceremonies hosted in Riyadh. While its designated, nominal capital on Yemeni soil is the southern port city of Aden, major leadership figures and decision-making bodies have historically remained based in Riyadh due to ongoing instability, security threats, and deep financial and political dependence on the Saudi government. The head of state of Yemen's internationally recognized government is Rashad al-Alimi, who serves as the Chairman of the Presidential Leadership Council (PLC). (Google)
