The White House plans to release a summary of the implementation agreement to the interim nuclear deal between world powers and Iran later Thursday.

The full text, which instructs the International Atomic Energy Agency (IAEA) how to implement the deal, has also been made available to a restricted audience of lawmakers and aides in Congress, White House spokesman Jay Carney said.

Iranian President Hassan Rouhani warned Thursday that he was facing domestic opposition to a landmark nuclear deal with major powers that is to go into effect next week.

Rouhani, whose June election has led to a quickening rapprochement with the West after years of hostility, said there was organized opposition in Iran to his efforts to allay Western concerns about its nuclear program in return for an easing of sanctions.

U.N. Secretary General Ban Ki-moon said Wednesday the international organisation has not taken a final decision on whether Iran should attend the Geneva II conference on Syria.

"As of this moment, we have not been able to finalize whether Iran should participate or not," Ban told a press conference in Kuwait where he attended a donors conference for Syria.

President Hassan Rouhani, responding to domestic critics, said Wednesday Iran's foreign policy is in the hands of the government only, ISNA news agency reported.

The president's moderate views on recent nuclear talks and foreign policy have clashed with ultraconservative factions in the regime.

Iran's nuclear chief said Wednesday experts from Arab neighbors across the Gulf, concerned about the safety of Iran's sole nuclear power plant, are welcome to visit the facility, IRNA news agency reported.

"We are ready for the visit of nuclear experts of Persian Gulf countries to Bushehr nuclear power plant," Ali Akbar Salehi was quoted as saying when asked how Tehran would tackle their worries.
