جعجع يطالب بتشكيل حكومة تتولى ملف النفط

أعلن رئيس "حزب القوات اللبنانية" سمير جعجع عن رفضه عملية تلزيم البلوكات النفطية العشرة دفعة واحدة، معتبراً في الوقت عينه أن عملية التنقيب عن النفط "ليست طارئة"، مطالباً بتشكيل حكومة عتيدة تتولى الملف النفطي.
وفي حديث الى صحيفة "السفير"، الخميس، رأى جعجع أن تلزيم البلوكات العشرة دفعة واحدة، سيؤدي الى تلزيمها "بأبخس الأسعار"، مردفاً "إذا لُزّم بلوك واحد أو اثنين، وتبين أنهما يحتويان على كميات كبيرة من الغاز، فذلك يسمح بتلزيم البلوكات المتبقية بأسعار أعلى".
واعتبر أنه وبعد تلزيم بلوك أو اثنين ستكون "الحكومة اللبنانية قد اكتسبت الخبرة اللازمة للتعامل مع الملف، وسيكون هناك احتمال إنشاء شركة النفط الوطنية".
الى ذلك، أوضح جعجع أنه وفي حال تبين أنه لا يوجد غازفي البلوكات الملزّمة، "فإن ذلك لا يمنع بأن تلزم البلوكات الباقية بالأسعار نفسها ما دامت ظروف التنقيب وفرص وجود النفط لن تتغير".
ورأى أنه "ما من داع للدخول في مواجهة أو تحد مع إسرائيل، من خلال التلزيم في المنطقة الإشكالية"، داعياً الحكومة "الجديدة" إلى تلزيم بلوك أو اثنين في منطقة بعيدة، على أن تلجأ في الوقت نفسه إلى مكتب محاماة دولي متخصص، تكون مهمته رسم خارطة طريق إثبات لبنان لحقه في مياهه وثرواته.
واذ أشار الى أن "عملية التنقيب ليست عملية طارئة كما يوحي البعض"، أوضح أن إسرائيل تحتاج لأكثر من سنة حتى تبدأ باستخراج النفط، و"هي مدة يمكن للبنان لو عمل بشكل جدي، أن يثبت خلالها حقوقه المائية".
وتابع "حتى لو سبقتنا إسرائيل إلى نفطنا من خلال التنقيب الأفقي، فإن ذلك لن يحرم لبنان من حقوقه"، مشيراً الى أن نجاح لبنان في تأكيد حقه "سيسمح بالحصول على تعويضات من الشركة الملتزمة، حتى لو بعد حين".
وقال "لا توجد شركات مستعدة للتنقيب في مناطق مختلف عليها، إن كان من الجهة اللبنانية أو الإسرائيلية".
وأعرب جعجع عبر "السفير"، عن رفضه إعطاء أي دور للحكومة الحالية في الملف النفطي، موضحاً أن هذه الحكومة هي حكومة تصريف أعمال، و"ملف تلزيم آبار النفط هو أمر غير ملح، وثانياً لأنه لا يوجد أي ثقة بنظافة كف هذه الحكومة انطلاقاً من تجربتها في أكثر من ملف".
شار الى أن وزير الطاقة بحكومة تصريف الاعمال جبران باسيل يطالب بالبدء بتلزيم البلوكات النفطية المحازية لاسرائيل، وقد وضع مرسومين لهذه الغاية مطالباً بعقد جلسة حكومية لبتهما. الا أن ميقاتي يرفض عقد جلسة نظراً لأن الحكومة الحالية هي حكومة تصريف الاعمال.
والمرسوم الأول يتعلق بإطلاق التراخيص للشركات التي ستلتزم "البلوكات"، وهو أنجز بعد تشكيل هيئة ادارة قطاع البترول.
أما المرسوم الثاني، فكان قد أقر في العام 2010، أي قبل تشكيل الهيئة، وهو عبارة عن اتفاقية تقاسم الانتاج مع الشركات التي ستكون مسؤولة بعد انتهاء المناقصات عن أعمال الحفر والتنقيب والاستخراج. ويحتاج هذا المرسوم الى قانون يصدر عن مجلس النواب، لكي يصبح ساري المفعول.
وكان قد أصدر باسيل، مطلع الشهر الجاري قراراً قضى للمرة الثانية، بتأجيل المزايدة من قبل الشركات المؤهلة في دورة التراخيص الأولى للتنقيب عن النفط والغاز في المياه البحرية اللبنانية، من تاريخ العاشر من كانون الأول 2013 إلى تاريخ العاشر من كانون الثاني 2014.
ورفع باسيل كتاباً الى رئيسي الجمهورية ميشال سليمان وحكومة تصريف الأعمال تمام سلام طالبهما فيه بالدعوة الى جلسة استثنائية للحكومة "لإصدار المرسومين المتعلقين بالبلوكات البحرية وبدفتر الشروط ونموذج عقد الاستكشاف والإنتاج، وذلك حفاظاً على الثروة النفطية وحماية لها من أي تعطيل داخلي حاصل ومن أي تعدٍ خارجي، خاصة من قبل إسرائيل بحسب ما تدل عليه المؤشرات والإجراءات العملية المتخذة من قبلها تباعا".

But, beside Repent , shouldn't Gaga concentrate on more effort to retrieve our stolen land " Shebaa Farms " as well as our water resources taken without our permission by the thieving Israelis ?
But what do you expect from a convicted criminal ? His priorities are only for his self interest , nothing else matters to him but himself , especially when someone has committed the ultimate Sin !
