فرنسا تنجز تصورها لنوعية الأسلحة التي ستزود بها لبنان بقيمة 4 مليارات دولار

باريس – خاص – نهارنت:

أكد المعنيون بالملف اللبناني في الإدارة الفرنسية أن الهبة السعودية للجيش اللبناني بقيمة ثلاثة مليارات دولار من الأسلحة الفرنسية قد أخذت طريقها الى التنفيذ.

وأوضح مصدر واسع الإطلاع لموقع "نهارنت" الإلكتروني في باريس أن الخطوات الإدارية والتقنية الأولى المطلوبة لتنفيذ هذه الصفقة قد وضعت موضع التنفيذ الأسبوع الماضي.

وفي المعلومات أن الرئاسة الفرنسية شكلت فريق عمل يضم مستشارين للرئيس فرانسوا هولاند، ومسؤولين في وزارتي الدفاع والخارجية، مهمته وضع خارطة الطريق القانونية والإدارية والفنية الواجب اعتمادها في التعاطي مع الجانبين اللبناني والسعودي لتنفيذ هذه الصفقة.

وأكد المصدر أن الجانب السعودي أبلغ الجانب الفرنسي أياما قليلة بعد القمة السعودية – الفرنسية الأخيرة نهاية الشهر الماضي بين الملك عبدالله بن عبد العزيز والرئيس فرانسوا هولاند بأن مبلغ المليارات الثلاثة من الدولارات قد رصد بالفعل وهو جاهز للتحويل الى الجانب الفرنسي في أية لحظة.

وبحسب المعلومات التي حصل عليها موقع "نهارنت" الإلكتروني فإن اتصالات على وشك الحصول بين كبار المسؤولين العسكريين اللبنانيين والفرنسيين من أجل وضع قائمة بالأسلحة والمعدات العسكرية التي ستتشكل منها الهبة السعودية، علما أن الرئيس الفرنسي أبلغ المعنيين في فرنسا قراره أن تساهم فرنسا في هذه الهبة من خلال أسعار تشجيعية وخاصة تجعل من القيمة الفعلية للهبة السعودية ما يقارب الأربعة مليارات دولار، ذلك أن باريس ستعمد الى تسعير السلاح والمعدات بأسعار تقل بنحو 30 الى 35 بالمئة عن أسعار السوق المعتمدة.

وعن نوعية السلاح والمعدات التي ستقدم الى الجيش اللبناني، أكد المصدر الفرنسي الواسع الإطلاع بأن قيادة الجيش اللبناني هي التي ستحدد حاجاتها، والدور الفرنسي سيكون مجرد دور ناصح ومرشد. لكن من الطبيعي والمنطقي بحسب الجانب الفرنسي أن يكون التركيز على ما يتناسب مع متطلبات المرحلة والتحديات الأمنية والعسكرية التي تواجهها الدولة اللبنانية.

وأوضح المصدر الفرنسي أن الحدود البحرية للدولة اللبنانية مراقبة من جانب الجيش اللبناني مدعوما بقوات اليونيفيل البحرية، في حين أن الحدود الجنوبية البرية خاضعة بدورها لرقابة قوات اليونيفيل وحمايتها، مما يجعل الحاجة ملحة الى تزويد الجيش اللبناني بما يمكنه من ضبط الحدود البرية الشرقية والشمالية الشرقية التي تعتبر مصدر التهديدات الأمنية والعسكرية التي يتعرض لها لبنان منذ مدة.

وعن الحدود الجوية التي تستبيحها إسرائيل من خلال الإختراق الدائم لطيرانها الحربي والإستطلاعي، يلفت الجانب الفرنسي الى أن هذه المسألة خاضعة لقرارات صادرة عن مجلس الأمن الدولي، وبالتالي فإن معالجة الخروقات الإسرائيلية لا يمكن أن تتم عسكريا، وإنما سياسيا ودبلوماسيا، والمجتمع الدولي بأسره وليس فرنسا وحدها معنية بإيجاد حل يضمن الحقوق اللبنانية في هذا المجال.

من هنا، فإن الإتجاه الفرنسي يميل الى اقتراح خطة عمل لمقارنتها بالخطة التي سبق للحكومة اللبنانية أن أقرتها في خصوص تسليح الجيش اللبناني بقيمة مليار ومئتي مليون دولار. أما المبلغ المتبقي والذي تبلغ قيمته الفعلية مليارين وثمانمئة مليون دولار على اعتبار أن فرنسا ستجعل من القيمة الفعلية للهبة السعودية اربعة مليارات دولار، فستقترح باريس تخصيصها لرادارات وتجهيزات للرصد والمراقبة الإلكترونية للحدود البرية والمعابر، ولاسلحة سريعة الحركة برية وجوية تسمح للجيش اللبناني بانتشار فاعل على طول حدوده، وبسرعة تحرك لضبط أي خلل عبر الحدود.

ويشمل التصور الفرنسي الذي سيعرض على لبنان أسلحة ومعدات عسكرية ومدنية تستخدم لأغراض أمنية وعسكرية تمكن الدولة اللبنانية من مواجهة الإرهاب والتحديات الأمنية الداخلية على أنواعها من خلال زيادة قدرة المؤسسات الأمنية والعسكرية الشرعية على الرصد والمتابعة والإستعلام والملاحقة.

وتختم المصادر الفرنسية بالتأكيد على أن لبنان مقبل على مرحلة جديدة تتطلب من قواه الأمنية والعسكرية الشرعية مواكبة المستجدات التي ستصب في مصلحة الدولة اللبنانية ومؤسساتها حصرا، والتي ستؤدي الى تراجع تدريجي لقوى الأمر الواقع وتأثيرها على الوضعين الأمني والعسكري.

M8 has systematically refused the demarcation of the Lebanese borders with Syria. talking about the weapons, did you know that Syria opposed the supply by France of hot mossiles to equip the Gazelle of the LAF. The deal was delayed three years and only recently the missiles have been finally supplied.
What about arms. M8 and Hizbullah especially have opposed the disarmement of the Palestinians outside the camps (basically the FPLP) and inside the camps.

For our friends on this forum it is important to note that the FPLP General command along with the Saïka (Palestinian Ba'athist political and military faction created and controlled by Syria) in the early days of the war in 1975 went into Haret Hreik and killed and terrorized the Christians who were a majority in this area of the south suburb. The reality is that the Syrian regime masterminded the persecution against the Christians so that the Christians end up begging Assad to come and help them.

the KSA is trying to repair its deteriorated reputation and support in Lebanon while also giving the USA the finger - two birds with one stone. it also likely got some concessions and deals under the table with Pres. Suleiman regarding his vocal political stances towards HA. This is the realpolitik aspect of the deal.

As for why Israel is not working hard to block the deal, that's because we are getting equipment for urban combat and surveillance - stuff that will help the LAF deal with terrorist attacks, security threats, etc...internal stuff that does not really threaten Israel.

I have to start jumping into these comments before it gets to the 64 mark. My thoughts and comments would get lost. I saw many well pointed and directed comments on this subject...now mine.
I wouldn't arm the LAF with SAM's, aircraft or anti-aircraft missiles until Hizthrowup was out of the picture. It has been reported in the past that Hizthrowup has anti-aircraft and land to sea missiles so why give the LAF jets when they could be shot down? SAM's? Yeah...I don't want HA to have those. No matter what is said...Israel is your friend. Jordan is your friend. The US, France, Turkey, Brits and even Saudi are your friends. Think about who has been involved in the problems in your country...Syria, Iran and the Pals. Focus the military on those three.

Is it not true that the same still happens till now? So to come back full circle, can we, or must we continue to ignore our worst source of failings, a weak army equals a weak state? The Lebanese Army is one of the best trained in the world, its ethics still remain among the best, weapons, yeah, weapons, give it to them and no one will stand on its way. Some years back, I took some of my time to write after the Battle of Naher Al Bared was finally conquered by our army, I wrote then in a forum that was full of crappy posters, many to be fair were among the best I debated with. I suggested that this camp must NOT be returned to the Palestinians, to be razed completely to the ground, and instead for this camp to be transformed into a city destined for an army of professionals, in which the army's personnel will have the choice of dedicating their life for a professional engagement in the army.
