وقّع الجانب السعودي على الاتفاقية الفرنسية ضمن هبة الثلاث مليارات دولار لتسليح الجيش تمهيداً "لانطلاق التنفيذ الفعلي" على أن تستكمل الجهتان اللبنانية - الفرنسية الثلاثاء التواقيع النهائية، في حين يتسلم الجيش هبة المليار دولار السعودية "خلال أسبوعين أو ثلاثة" بحسب مصادر.
فقد نقلت صحيفة "المستقبل" عن مرجع عسكري، صباح الأحد، أن "الثلاثاء سيعود ملحق الاتفاقية إلى بيروت لاستكمال بعض التواقيع النهائية عليه من جانب قائد الجيش العماد جان قهوجي".
كما لفت إلى أن "رئيس مجلس ادارة الشركة الوسيطة "اوداس" الاميرال ادوارد غييو ابلغ قهوجي أنّ السعودية أنجزت الخميس الفائت التواقيع اللازمة على ملحق الاتفاقية".
وأوضح أن هذه التواقيع ستمهّد " لانطلاق عملية التنفيذ للاتفاقية بشكلٍ فعلي وعملي"، مشيراً إلى أنّ "المرحلة الأولى من عمليات شحن وتسلّم الأسلحة الفرنسية مرتقبة في خلال فترة الشهرين المقبلين"
ويأتي ذلك، بعد ان وقّع قهوجي الاربعاء الفائت على لائحة مواصفات الأسلحة التي سيشتريها لبنان من فرنسا ضمن الهبة السعودية بقيمة ثلاثة مليارات دولار التي اعلن عنها في كانون الاول 2013. وكانت فرنسا قد أكدت، خلال زيارة رئيس الحكومة تمام سلام الى باريس في 9 كانون الاول الجاري، على الانتهاء من دراسة التفاصيل التقنية للهبة لتسليم الاسلحة للجيش "في وقت قريب".
عليه، لفت المرجع عبر الصحفية نفسها، إلى أنّ تنفيذ الهبة سيحتاج إلى مدى زمني أطول من هبة المليار دولار التي قدّمتها السعودية والتي يتولّى رئيس تيار "المستقبل" سعد الحريري الإشراف على تنفيذها.
كما كشف أنّ "أولى شحنات الأسلحة المُدرجة ضمن هذه الهبة ستصل إلى لبنان خلال أسبوعين أو ثلاثة"، متوقعاً أن" تتضمّن مروحيات وطائرات من نوع "سيسنا".
وكان الحريري قد أعلن عن تقديم السعودية هبة بقيمة مليار دولار إلى الجيش والقوى الأمنية لغرض "مواجهة الإرهاب"، بعد الأحداث التي شهدتها عرسال في آب الفائت.

If that was so. How come the Iranians have on several occassions offered to arm the LAF? Only ones holding them back, are the Americans and their Israelis.

KSA is stalling not necessarily because they want Geagea to become president, but because they're waiting to see who becomes president. In other words, they sure as hell won't give the LAF weapons with Aoun as president and his nephew/son-in-law as commander of the LAF.

This deal was agreed upon a year ago. The fact that these weapons haven't arrived yet means KSA does not want to send weapons to an Aouneh LAF that could share its weapons with Hezbollah.

I am an expatriate living in Sweden trying to make a decent living. I must admit I was anti HA and anti Iran for the first 28 years of my life. you have surely preferred that the arms went to hizbollah so that the lat remains weak and terrorist hizbollah becomes stronger. by the way the hizbollah has implicitly admitted that they had units planning terrorists attacks in different countries but did not succeed thanks to mossad infiltrating hizbollah.
