عون يطلب سحب الثقة من وزير الدفاع لـ"تجاوزه صلاحياته" والتمديد للضباط

طالب رئيس تكتل "التغيير والإصلاح" النائب ميشال عون الثلاثاء بسحب الثقة من وزير الدفاع سمير مقبل على خلفية تمديد ولاية الأمين العام للمجلس الأعلى للدفاع اللواء محمد خير، رافضا سحب حق الفيتو للوزراء في توقيع مراسيم الحكومة.
وقال عون بعد اجتماع للتكتل عصر الثلاثاء من الرابية: "لا يحق للوزير إلا الإقتراح" داخل الحكومة وليس اتخاذ قرارات، لذلك "نحن نسحب الثقة من وزير الدفاع بسبب تجاوز صلاحياته في ممارسة الحكم والتغاضي عن المخالفات المرتكبة في مؤسسة الجيش".
وتعاني الحكومة من سجالات مستمرة بين أعضائها حول آلية عملها وتوقيع المراسيم، ما أدى إلى تجميد اجتماعاتها مؤقتا حتى الإتفاق على آلية جديدة.
وأفادت معلومات قناة الـ"OTV" مساء الأحد أنه تم التمديد لخير بقرار من مقبل وذلك بعد أن كان سيُحال الى التقاعد نهاية شباط الجاري لبلوغه السن القانوني، لكن خير نفسه نفى علمه بالأمر في حديث إلى صحيفة "الجمهورية" نُشر الإثنين.
وقال عون في مؤتمره الصحفي الثلاثاء "لا سلطة تنفيذية ولا تشريعية ولا أحد في العالم (يحق له أن) يضرب التراتبية العسكرية كي يتم التجديد لضابط أمني".
وإذ فسّر أن "تقاعد الضباط في أعمار معينة لا يشمله لا تأخير ولا تمديد بل فقط استدعاء من الإحتياط"، لفت إلى أن هذا الإستدعاء يأتي "بناء على مرسوم من وزير الدفاع الوطني" من المفترض أن يوافق عليه مجلس الوزراء مجتمعا.
أضاف عون شارحا "الضابط يعين بمرسوم يقترحه الوزير وتقرره الحكومة أما الترقية فتكون بناء على مرسوم من وزير الدفاع".
من جهة أخرى استنكر كيف أن المؤسسات العسكرية في وزارة الدفاع "تتألف من قائد الجيش الممدد له غير شرعيا والمديرية العامة للإدارة (حيث) منصب المدير شاغر".
وتابع "يتألف المجلس العسكري من قائد الجيش رئيسا وهو ممدد له ومن رئيس الأركان الممدد له والمديرية العامة للإدارة (المنصب) شاغر وأمين عام المجلس الأعلى للدفاع يمدد له (حاليا) والمفتش العام شاغر والضابط العام شاغر".
وعليه شدد على أن اجتماع المجلس "لا يكون قانونيا إلا باجتماع 5 أعضاء وعندما يجتمع الأعضاء الممدد لهم وهم ثلاثة فالجلسة غير قانونية فإذا كل قراراته غير شرعية ولا صفة ميثاقية لها".
إلى ذلك أبدى عون امتعاضا من عمل الحكومة ككل وقال "نخشى أن تصيب قضية التمديد كل الحكومة واليوم يريدون التمديد للمجلس الدستوري". كذلك "لا مجلس إدارة في المستشفيات والمصالح المستقلة بل كلها ممدد لها".
إضافة إلى ذلك "أصبح الوزراء يسطون على البلديات وباتت الدولة تأكل مؤسساتها وهذا الوضع غير مقبول"، بحسب عون.
يشار إلى أن الخلاف الأخير بين الحكومة كان في أحد أبرز أوجهه بين وزير التربية التابع للتكتل الياس بو صعب ووزير الإتصالات بطرس حرب، على خلفية ملف تحويل عائدات الخليوي للبلديات.
وردا على سؤال ختم رئيس التيار "الوطني الحر" قائلا: "يجب أن تكون صلاحيات الحكومة محدودة وبدون فيتو (للوزراء) لا يسير عمل الحكومة".

Stop your hypocrisy already, Aoun got betrayed and nobody helped him back then. Gen. Aoun where among the few who stood by the Resistance in 2006, when all the M14'ers cheered and hoped for Israel to finish off what they started. I remember that clearly, which is why the Resistance continues to back him to this day.
