حزب الله يضع ميقاتي في مواجهة مع المجتمع الدولي

أبلغ الأمين العام لحزب الله السيد حسن نصرالله رئيسي الجمهورية ميشال سليمان والحكومة نجيب ميقاتي قرار الحزب برفضه رفضاً قاطعاً تمرير إقرار المحكمة في مجلس الوزراء أو عبر أية طريقة من الطرق، الذي يجري التطرّق اليها سواء بمرسوم جوّال، أو عبر اقتراح قانون أو خلاف ذلك.
وجاء هذا الإعلان بعد أن تبلّغ لبنان طلباً رسمياً من الأمم المتحدة عبر وزارة الخارجية والمغتربين بضرورة دفع حصته المتوجبة من ميزانية المحكمة.
وكشفت مصادر وزارية لصحيفة "اللواء" أن قرارالحزب أبلغ أيضاً الى جميع الكتل المشاركة في الحكومة، من تكتل التغيير والاصلاح وتيار المردة وكتلة التنمية والتحرير وجبهة النضال الوطني.
وأشارت هذه المصادر الى أن ميقاتي عمّم على جميع الوزراء المحسوبين عليه، "عدم التداول بموضوع المحكمة، بعدما كان مع سليمان أعطى تأكيدات للأمين العام للأمم المتحدة بان كي مون وللدول الأعضاء في مجلس الأمن نية الحكومة تمويل المحكمة عندما يصل كتاب المنظمة الدولية الى لبنان".
وأوضحت مصادر مقرّبة من حزب الله، لـ"اللواء" أن تأخر الحزب بالإعراب عن موقفه رسمياً، مردّه الى "إعطاء ميقاتي هامشاً معقولاً للمناورة، لكن الموقف يتعيّن أن يظهر قريباً، وهو الرفض الحاسم والنهائي لتمويل المحكمة لا من داخل الحكومة ولا من خارجها".
وأضافت المصادر أن "التمويل يعني أمراً واحداً هو الإعتراف بالمحكمة، وصمت الحزب لا يعني الموافقة على المخارج التي يجري البحث عنها، وهو يؤيد كل ما يقوله عون". وأن "الحكومة بالنسبة لحزب الله ليست أهم من المواجهة مع المحكمة".
وذكرت صحيفة "الحياة" أن مواقف ميقاتي في الأمم المتحدة، "لقيت معارضة شديدة من حزب الله وتكتل التغيير والإصلاح وتيار المردة والحزب السوري القومي الاجتماعي، فيما تترقب الجهات الدولية عودة بري من أرمينيا للتأكد من موقفه إزاء التمويل أو أنه سيبادر الى فتح الباب للبحث عن مخارج بديلة أبرزها تقدم نواب باقتراح قانون يقضي بتسديد ما يتوجب على لبنان في مساهمته في تمويل المحكمة شرط أن يحظى بتأييد أكثرية النواب في الهيئة العامة".
وأفادت وزير المال محمد الصفدي للصحيفة عينها أن "ميقاتي تبلغ أول من أمس عدم وجود نية لتمويل المحكمة وأن هناك رفضاً لإدراج بند خاص به في مشروع قانون الموازنة للعام 2012. وأكدت أن أطرافاً في الحكومة من مؤيدي تمويل المحكمة، تبلغوا من ميقاتي وجود قرار لا عودة عنه بعدم التمويل، مشيرة الى أنها لم تعرف حتى الساعة رد فعل ميقاتي وحلفائه في الحكومة، ولا رد فعل سليمان الذي أشار في معرض مداخلته أمام مجلس الوزراء الأربعاء الماضي الى مسألة التمويل من دون الدخول في التفاصيل وفي غياب رد فعل القوى المناوئة للتمويل".
وتساءلت المصادر"عما إذا كان البديل هو اللجوء الى المجلس النيابي لتفادي إقحام لبنان في صدام سياسي مع المجتمع الدولي، لا سيما أن بعض الجهات أخذت تردد ان ميقاتي قد يستعين بالبرلمان لقطع الطريق على اهتزاز الحكومة من الداخل خصوصاً ان استقالتها ستفتح الباب أمام تشكيل حكومة تكنوقراط يمكن أن لا تتمتع بتأييد الأكثرية".
وكشفت المصادر لـ"الحياة" أن القيادتين السورية والإيرانية لم تفاجآ بمعارضة حلفائهما تمويل المحكمة، وقالت إن قراراً بهذا الحجم لا يمكن أن يتخذ من دون التشاور معهما، باعتبار أنه سيرتب تداعيات إقليمية ودولية لا يستطيع لبنان أن يتحمل أعباءها بمفرده من دون أن تلتفت دمشق وطهران الى حلفائهما اللبنانيين.
ولم تؤكد هذه المصادر تعهد ميقاتي تمويل المحكمة من دون التشاور مع القيادة السورية و حزب الله، لا سيما أن "بعض الجهات تعتبر أنه لا يأخذ على عاتقه قراراً بحجم التمويل من دون التنسيق على الأقل مع سوريا".
وقد نقلت صحيفة "الجمهورية" أن ميقاتي أكّد أمام زوّاره أمس الخميس "أنّ المحكمة مستمرّة سواء دفعنا حصّة لبنان من التمويل أم لم ندفعها، إلا أنه إذا دفعنا نكون قد رفعنا الضرر عن لبنان لأنّ كثيرين يتربّصون بلبنان وبالمقاومة، وبالتالي لا يجوز أبداً أن يعارض لبنان المجتمع الدولي في هذا الظرف بالذات".
وأفاد وزير الاقتصاد نقولا نحّاس للصحيفة عينها أنّ "موضوع المحكمة ليس مادة اعلاميّة"، مذكّرا بأنّ سليمان وميقاتي قد طلبا سحبه من التداول الإعلامي. لكنّه لفت الى "أنّ الموضوع خاضع الآن للنقاش والأخذ والردّ".
وعن تراجع سليمان وميقاتي عن قرارهما الدولي قال نحّاس: "رجل الدولة يقول كلمته باقتناع، وإذا تغيّر اقتناعه نرى، لكن في رأيي أنّ اقتناعه لم يتغيّر". وأفاد أن موضوع التمويل سيطرح على مجلس الوزراء "عندما يأتي الطلب الرسميّ، وحتى الآن لم يصل إلينا بعد".

it is not the funding itself that is important, nothing will stop the STL.
rather, thanks to this government and its actions we will be considered as a failed country as a result of this action, due to the fact a terrorist group (hizbushaitan) is cotrolling the country.
do not forget the STL resolution is under chapter 7, which allows foreign intervention.

Hizballah knows and nasrallah knows and all the idiots that follow know that the STL will go forward no matter what they do. If it takes another 10 years to stick them behind bars then so be it. If indicted then that's it..the Interpol will be looking for them. They might not find them now but these issues do not fade with time and they will be taken one day. The Iranian regime like it brother the syrian regime will fall one day and hopefully sooner than later. Once this happens no one will want to harbor any murderers. Time is on the STL's side and no vice versa.
