اتصالات لاقناع جهات أميركية بـ"تلطيف" القانون الذي سيصدر لمحاصرة حزب الله ماليا

يُجري الوفد اللبناني النيابي المُطعَّم بموفدين وخبراء مصرفيين، اتّصالات تهدف إلى محاولة إقناع الجهات الأميركية بتلطيف القانون الجديد الذي سيُصدره الكونغرس في شأن محاصرةِ "حزب الله" مالياً.
وأفادت صحيفة "الجمهورية"، أنّ تحرّكات الوفد اللبناني هذه المرّة تبدو مختلفة عن المرّة السابقة التي صَدر فيها القانون بطبعتِه الأولى، إذ كانت الإدارة الأميركية في حينه أكثرَ تفهّماً لهواجس اللبنانيين، وتتحاشى الإقدام على أية خطوة من شأنها الإضرار بالاقتصاد اللبناني. في حين أنّ الأجواء الحاليّة مختلفة وهناك نوع من التشدّد العام في الإدارة وفي الكونغرس نفسِه. مع الإشارة هنا، إلى أنّ الجانب الأميركي يُبدي الحِرص على عدم سنِّ أيّ قانون يمكن أن يؤدي إلى الإضرار بالقطاع المصرفي اللبناني. لكنّ هذه الثابتة لا تكفي، لأنّ ما يتمّ الإعداد له من شأنه أن يضغط على الوضع المالي برُمّته.
بالإضافة إلى ذلك، هناك وبحسب الصحيفة مخاوف وعلامات استفهام حيال ردّة فعلِ "حزب الله" على القانون بطبعته الثانية والذي يَهدف إلى تحويل الحزب إلى مكوّن سياسي منبوذ في بيئته، بحيث إنّ كلّ من يملك فائضاً من المال، سيضطرّ إلى الابتعاد عن الحزب، في حال أراد تَحاشي العقوبات الأميركية.
يذكر أن الكونغرس الاميركي أقر في 17 كانون الاول قانونا يفرض عقوبات على المصارف التي تتعامل مع حزب الله الذي تعتبره واشنطن منذ العام 1995 "منظمة ارهابية" او تقوم بتبييض اموال لمصلحته.
واصدر حاكم مصرف لبنان رياض سلامة تعميما في 3 ايار الفائت يدعو المصارف والمؤسسات المالية و"سائر المؤسسات الخاضعة لرقابة مصرف لبنان" الى ان "تقوم على كامل مسؤوليتها بتنفيذ عملياتها بما يتناسب مع مضمون القانون الاميركي".
وبعد اقدام عدد من المصارف على اقفال حسابات عائدة لمسؤولين سياسيين في الحزب، اتهم حزب الله حاكم مصرف لبنان بـ"الانصياع" لطلبات واشنطن، مؤكدا رفضه الكامل للقانون الاميركي الذي رأى انه "يؤسس لحرب إلغاء محلية يسهم في تأجيجها المصرف المركزي وعدد من المصارف".
وفي 12 حزيران الفائت استهدف تفجير قوي بعبوة ناسفة الفرع الرئيسي لبنك "لبنان والمهجر" في منطقة فردان التجارية، من دون ان يسفر عن سقوط قتلى.
وربط مسؤولون بين الانفجار والتزام المصارف اللبنانية بالعقوبات التي فرضتها الولايات المتحدة على المصارف التي تتعامل مع حزب الله.
