Those guys are sick and in 9 out 10 cases they were abused when they were kids. One can only feel terribly sad for the girls and their parents but unfortunately that sort of things happen all over the world and will keep on happening.
The only way to protect the children is to make them realise without scaring them that they have to tell parents or people they trust as soon as something unusual happen to them or if someone make them feel uncomfortable..
