استمرار الخلاف بين بري وعون اثر ازمة مياومي كهرباء لبنان

باتت ازمة مياومي كهرباء لبنان، تشكل تهديداً لتحالف قوى 8 آذار، في ظل فشل رئيسي "حركة أمل"، رئيس مجلس النواب نبيه بري و"تكتل التغيير والاصلاح" النائب ميشال عون في التوصل الى اتفاق في ما خص هؤلاء العمال.
وأفادت صحيفة "السفير" أن المساعي التي يتولاها رئيس "تيار المردة" النائب سليمان فرنجية و"حزب الله"، فشلت في اعادة الامور الى مجاريها بين عون وبري.
كشفت الصحيفة عن لقاء عقد في بنشعي، الاحد، حضره فرنجية ووزير الطاقة جبران باسيل (تكتل "التغيير والاصلاح") ورئيس لجنة الارتباط والتنسيق في "حزب الله" وفيق صفا والوزير السابق يوسف سعادة (عن تيار المردة)، الا أنها لفتت الى ان اللقاء فشل في رأب "الصدع الكهربائي" بين الرابية وعين التينة.
ونقلت "السفير" عن مصادر مطلعة على أجواء لقاء بنشعي قولها أن هناك "تضييق مساحة التباين"، ولكن من دون بلورة أي تفاهم مشترك حتى الآن، لافتة الى أن التطورات التي شهدتها حلبة المياومين في مؤسسة كهرباء لبنان، الاثنين، دفعت الأمور نحو المزيد من التعقيد.
وقد شهد عصر الاثنين سلسلة مشاورات مكثفة، بين "حزب الله" و"أمل" لاحتواء الموقف، وفق الصحيفة.
وصعّد مياومو كهرباء لبنان، تحركهم الاثنين اذ اقدموا على اقفال مداخل المؤسسة في مار مخايل، كافة بالسلاسل المعدنية، واشعلوا الاطارات في الباحة الداخلية. ويعتصم المياومون منذ حوالي الثلاثة اشهر مطالبين باقرار تثبيتهم ودفع رواتبهم.
وكشفت "السفير" أن بري دعا الوسطاء إلى التواصل مع معاونه السياسي وزير الصحة علي حسن خليل، الذي سأل لماذا لا يحاور وزير الطاقة جبران باسيل المياومين أسوة بما يفعل باقي الوزراء في مواجهة قضايا مطلبية أخرى.
الى ذلك، أكدت مصادر بري لصحيفة "الاخبار" عدم تدخله في قضية المياومين، مشيرة إلى أنه "ينتظر أن يتوصل المتحاورون إلى حل ليعودوا إلى مجلس النواب حيث سيبدي الرئيس بري كل انفتاح لتعديل القانون الذي صدر".
ولفتت الى أن "المشكلة تكمن في أن (وزير الطاقة جبران) باسيل لا يريد حلاً إلا على الشكل الذي رسمه هو في عقله، ويريد أن يخرج الحل بطريقة فيها انكسار للآخرين، وهذا ما لن نقبل به".
وشددت مصادر بري "بعد اليوم، لن نسكت. في السابق، أعطينا تعليمات بألا ندخل في سجال في هذه القضية. لكننا لن نصمت بعد اليوم على التعرض لنا".
بدورها، استغربت مصادر نيابية في تكتل "التغيير والإصلاح"، عبر "الاخبار" أن "يعمد الطرف الآخر (في قضية المياومين) إلى الانقلاب على كل ما اتفق عليه".
وأشارت إلى أن "كل الطاقات استنفدت خلال المفاوضات، وأن الوساطات أخذت مداها ولم يعد هناك من سبيل إلى الحل إلا تنفيذ ما اتفق عليه".
ومن جانبه قال رئيس الاتحاد العمالي العام غسان غصن، لصحيفة "النهار"، أن قرار بري بـ"سحب يده" هو "اشارة من الرئيس بري الى ضرورة الاسراع في الحل قبل ان ينفجر الوضع انسانيا"، وهو يقصد القول "عجلوا يا شباب".
وبرزت مشكلة بين عون وبري اثر اقرار المجلس النيابي مطلع تموز تثبيت مياومي كهرباء لبنان، وفق القانون المعدل الذي اعدته هيئات التنسيق النيابية وليس كما أعده وزير الطاقة جبران باسيل. ويرمي مشروع باسيل الى تثبيت 700 مياوم من اصل 2500 من خلال خضوعهم لمباراة محصورة.

Eh bien Bandoul, ton français est excellent. T'as des beaux restes. Je pense que tout le monde se préoccupe de l'avenir du Liban MAIS PAS DES LIBANAIS. En ce qui me concerne, je suis pessimiste et résigné. Mais quoi qu'il en soit, une chose est certaine, il ne faut pas retomber dans la spirale des armes que certains partis du 8 Mars encouragent subrepticement!

I call for the privatization of EDL. Let it compete in a regulated market. This will force it to become effective and competitive. There will be absolutely no room for featherbedding nor sectarian quotas in the company. Many countries in Europe have taken this approach with great success. The US did this a long time ago. Yes, this will put people out of work but the consumer will benefit. The people who lose their jobs should be compensated by the government as an interim procedure. In a country that us riddled with cronyism and corruption, state ownership of such assets must be kept to a minimum.

Sorry, but nobody is interrested when you cannot collect 30% of the electricity produced and get shot at when you try to... and when a militia forbidds you to invoice 15 to 20% of the production...
Who will be interrested in THAT business???

Well if you can't collect 30% of the power produced, then don't send it where you can't collect. As a privately-owned company you can do that. Let Hezbollah produce its own electricity and subsidize its people.

Well FT competition implies that EDLs monopoly will end and other companies would offer electricity to the customers and customers will have the power to chose. EDL would still own the infrastructure (the power lines and transformers and so forth) but would be forced by law to allow access to other companies (to transport other companies electricity for a regulated fee). It is nothing revolutionary, really. The Europeans have done this for a long time. Even European countries with very strong socialist tendencies have adopted this approach both for Electricity and Telecom. And if Berri buys it, it will have to compete with nibbler, more entrepreneurial companies. Even Berri will be forced to adjust ;-)
