Israel believed that in 2000 withdrawing from Lebanon was necessary to strengthen HA in politics, which for a while seemed to be the case. So a common agreement can be made with them just like was made (unofficially) with the ASSad regime to secure the Israeli northern frontier. Later, HA was not doing so well in trying to wrangle control of the political scene. Harri was becoming a hindrance.
