أوساط بعبدا: سليمان شدد على ضرورة إحياء هيئة الحوار وحل الصدام التشريعي-السياسي هو بتأليف حكومة جديدة

أكدت مصادر الرئاسة الأولى أن "رئيس الجمهورية ميشال سليمان شدد على ضرورة عودة هيئة الحوار الوطني الى الالتئام"، مردفة أن "حل الصدام التشريعي -السياسي في البلاد يكمن بتأليف حكومة جديدة".
وأشارت اوساط رئاسة الجمهورية في حديث لصحيفة "النهار" في عددها الصادر الثلاثاء، الى أن " البلد دخل مرحلة صدام تشريعي -سياسي لا يحل الا بتأليف حكومة جديدة"، مستبعدة أي " مؤشرات ايجابية لتأليف الحكومة وخصوصا بعدما وصلت الامور بين القوى السياسية الى شد الحبال على صلاحيات مجلسية من هنا وصلاحيات حكومية من هناك دونما حل وسطي ينهي هذا التجاذب".
ولفتت الأوساط الى ان "الحل يبدأ من تفسير المادة 69 من الدستور الذي لا يكون الا في الهيئة العامة لمجلس النواب. ومعلوم ان هذه المادة تتناول حالات استقالة الحكومة واعتبارها مستقيلة كما تتناول في فقرتها الثالثة موضوع العقد الاستثنائي للمجلس في ظل حكومة مستقيلة".
كذلك، اوضحت الاوساط الرئاسية موقف سليمان من تأليف حكومة امر واقع بتأكيدها مجددا ان "رئيس الجمهورية لن يقف في وجه قيام حكومة غير حزبية شرط ان تكون قادرة على تأمين 65 صوتا لنيلها ثقة مجلس النواب والا فانه لن يوقع مرسوم تأليف حكومة غير قادرة على نيل الثقة".
وكلف سلام تشكيل الحكومة العتيدة، بعد استقالة حكومة نجيب ميقاتي في 22 آذار الفائت، حيث يصرّ على أن تشكيل حكومة "مصلحة وطنية" يكون هو نفسه فيها الضامن الوحيد، واعداً أنه سيستقيل في حال استقال أي مكون من مكونات الحكومة.
من جانبها تطالب قوى 14 آذار بحكومة حيادية، في حين أن 8 آذار تطالب بحكومة سياسية وقال رئيس "الحزب التقدمي الاشتراكي" النائب وليد جنبلاط أنه لن يصوت على حكومة من لون واحد".
وكان جنبلاط أرسل موفدا من قبله الى السعودية، وهو وزير الشؤون الإجتماعية وائل أبو فاعور، في إطار المشاورات إزاء عملية التأليف.
وأشار سلام في تغريدة له السبت، عبر تويتر الى أن "الحكومة باتت طلبا ملحا لا يحتمل التأخير، في ظل قلق اللبنانيين من الاوضاع الحالية، وخوفهم على مستقبل البلاد".
وفي غضون ذلك، شددت مصادر الرئاسة الأولى في حديث لـ"السفير"، الثلاثاء، على أن "ان رئيس الجمهورية لا يرى حلا مجديا لكل الازمات القائمة او المستجدة الا بالاسراع في العمل على انجاز التفاهم السياسي الذي يلغي منطق الشارع الخطير كليا، بما يحدد الاطار لولوج المرحلة المقبلة تأسيسا على طاولة الحوار التي ثبتت الحاجة القصوى لها، وليس هناك من ضرورة أكثر إلحاحا من عودة هيئة الحوار الوطني الى الالتئام، مما نعيشه راهنا من تحديات سياسية وامنية، مرتبطة في جوانب كثيرة منها بالتطورات الاقليمية، ونتيجة خروج الافرقاء عن المظلة التي كان من شأنها ان توفّر الحد الادنى من التحييد للبنان عن ازمات المنطقة، لا سيما الازمة السورية".
وكان أرجأ رئيس مجلس النواب نبيه بري جلسات مجلس النواب العامة التي كانت مقررة في 1، 2 و3 تموز الى 16 و17 و18 حيث ستتم مناقشة ذات جدول الأعمال الموزع"، بحسب ما افادت معلومات صحافية.
وكان قد أكد بري في أحاديث صحافية أنه لن يغير "حرفاً واحداً" في جدول أعمال الجلسة، مردفاً أن مجلس النواب "سيد نفسه".
وقاطعت قوى 14 آذار و(رئيس حكومة تصريف الأعمال)ميقاتي الجلسات، معتبرين أن "جدول أعمالها يجب أن يكون محصوراً بالتمديد لقائد الجيش العماد جان قهوجي والقادة الأمنيين. في حين أن تكتل "التغيير والاصلاح" أعلن مقاطعة الجلسة رفضاً للتمديد لقهوجي.
ومن الجدير بالذكر أن جدول الاعمال، يضم كل الاعمال المؤخرة من العام 2012، فضلاً عن بند التمديد لقائد الجيش العماد جان قهوجي قهوجي وللقادة الامنيين الذين تنتهي ولايتهم في ايلول المقبل.

Mr. Sleiman is absolutely right. The formation of the Cabinet is a key. Back to square one, it should be a non-political cabinet made up of technocrats. We do not need the thieves in every Government post, they can do enough stealing just being MPs.

Folks, for the life of me I can not understand HA's insistence on a political government. I mean realistically HA is doing whatever they want with no other faction having the requisite armaments to stop them so why this insistence? They do not need the fig leaf anymore especially after they blatantly announced their intention to join the war in Syria on Assad's side.
As for the rest of us Lebanese, all we want is a government that pays attention to our day to day needs as we toil to feed, house and educate our children and maybe once in a blue moon sneak some time to entertain ourselves and feel good to be alive. We need ministers that know how to manage not steel, negotiate to our benefit not to the benefit of lining their pockets. HA's actions be dammed for all we care. They want to fight and die in Syria, fine let them get off our backs and go die there.

"The article's third item says during a resigned government the parliament shall automatically be considered convened in extraordinary session until a new cabinet has been formed and has gained the legislature's confidence."
It looks as though Speaker Berri was completely correct that the parliament is automatically convened and that Mr Mikati has egregiously erred in his interpretation of the Constitution. Mikati should admit his mistake and move forward with the business of governance.

you are taking this article out of context: the constitution says that during a resigned cabinet the parliament is considered convened JUST to give confidence to the new cabinet.
as for the corruption of the constitutional court: please go and thank your masters hizbushaitan and berry for that.
so in short: it is not constitutional was is happening under the threat of hizbushaitan weapons, especially veto power, which has no mention in the constitution.
please educate yourself before commenting uselessly.

The keyword here is "extraordinary" whereby only extraordinary business can be conducted. That is the interpretation Miquati and M14 espoused. It is doubtful that you are a constitutional expert to pass judgement on Berri being right or wrong. I don't know who is right or wrong but the word "extraordinary" being there does imply that only extraordinary business can be transacted. However, I am no constitutional expert either and can not pass a definitive judgement, just opinion.

In the absence of elections, the vote for continuance and the corruption of the Constitutional Court the Parliament stands in extraordinary session.
As it stands in session then all matters should be voted on and those MPs that believe certain bills are not extraordinary should vote against them and file constitutional challenges ...
