US is staying out because of its economic woes and public backlash that would result from fighting a war that doesn't concern its citizens. They've tasted thousands of deaths in the Iraqi war and worldwide humiliation resulting from various scandals in Iraq and the US itself as well.

I'm not really sure what Israel thinks of this war. It's main goal has always been protecting itself (by doing what it can to keep other Arab countries oppressed), but I think they want Bachar to go so they can easily plan an attack on Iran without any Syrian backup to the latter. Then again, if he goes, radicals would take the country, which, although probably wouldn't help Iran, would present another long-term danger to Israel.

If Israel made peace with Palestine, we'd see an entirely different Middle East, though.
