No Hussein, the (tenured) parliament has to represent the country's real components. The council of minister has best be a nimble highly professional technical body who gets things done.
Political disputes should happen in parliament. The council of ministers should be the implementor of decisions, not yet another mini parliament!!!

Use grid for HA military against who? Military use against Sunni in Beirut a la 2008, Christians in Zahle who oppose their militia and arms running free through Lebanon, Sunni in Syria, who are fighting in a Syrian civil war (not Israeli)... There is nothing silly. We cannot have a state within a state forever. HA has overstepped their boundaries. Just like other sects have done. They cannot "occupy" and bully everyone forever. They do have the muscle to do it, but they would need a lot of resources to have their way with Zahle. The juice is not worth the squeeze. They will need to go around.
