it's about time! the syrian regime has been saying they are willing to talk for almost two years now.
but if al-khatib puts pre-conditions than the regime will have the right to put theirs, meaning the regime can ask that they drop weapons before the talks.. we all see where this goes and how it would probably result in stalling the talks.
if khatib wants to talk he shouldn't put conditions.
