Tenenti: UNIFIL Has No Mandate to Demarcate Maritime Border

The United Nations Interim Force in Lebanon (UNIFIL) has no mandate to demarcate the maritime borders between Lebanon and Israel and its mission is limited to preventing any hostile naval acts, UNIFIL deputy spokesperson Andrea Tenenti said Monday.

He noted that the mandate of the UNIFIL Maritime Task Force is limited to helping the Lebanese navy in preventing the unauthorized entry of arms by sea into Lebanon.

“The maritime security line was, like the Blue Line, drawn by Israel following its withdrawal (from south Lebanon) in 2000, but this line was not acknowledged by the Lebanese government and UNIFIL has no mandate to monitor it,” Tenenti added.

“The Lebanese army has suggested the setting up of a security maritime line in the region, and UNIFIL can help, if Lebanon and Israel agree on authorizing it in this regard,” he went on to say.

Israel's proposed maritime border with Lebanon threatens regional security, Lebanon's Foreign Minister Adnan Mansour said Monday, as a feud over offshore gas fields between the two enemy states deepens.

"Israel's measures have created a new point of tension in the region and threaten peace and security across this region," Mansour told reporters in Beirut.

Mansour said the border as proposed by Israel cuts through Lebanon's economic zone, adding that Lebanon would "turn to the United Nations".

President Michel Suleiman on Monday also warned Israel over the demarcation of the shared maritime border.

"President Michel Suleiman warns against any unilateral decisions Israel may take on maritime borders which would be a breach of international law, as is Israel's habit," read a statement from his office.

"Lebanon will defend its rights and resources by any and all legitimate means."

Suleiman said the issue would be up for discussion at the first meeting of Lebanon's new government, which on Thursday won a vote of confidence in parliament.

Israel's cabinet on Sunday approved a map of the country's proposed maritime borders with Lebanon to be submitted for a U.N. opinion.

The proposed map lays out maritime borders that conflict significantly with those suggested by Lebanon in its own submission to the United Nations.

Energy and Water Minister Jebran Bassil said Lebanon will not give up its maritime rights, and accused Israel of "violations of (Lebanese) waters, territory and airspace, and today our oil rights."

Israel has for months been moving to develop several large offshore natural gas fields in the eastern Mediterranean, some which are shared with Cyprus, that it hopes could help it to become an energy exporter.

But its development plans have stirred controversy with Lebanon, which argues the gas fields lie inside its territorial waters.

Israel does not have officially demarcated maritime borders with Lebanon, and the two nations remain technically at war.

Who the hell asked UNIFIL to demarcate borders? Why are we behaving like amateurs? Don't our ministers know that UNIFIL's mission is peacekeeping? Why do we put ourselves under this situation where a small UNIFIL employee has to patronize us by telling us what his scope is what is not his scope? Why dont we ge a professional international legal team to draft a complaint to the correct instances in the UN?

Fadi: if Lebanon has dispute over marine borders with Israel, sit to the table with your neighbor and talk.
The negotiation table is better than dreaming of war.
If you don't have the guts to do so be quiet.

Which negotiating table do you suggest? Israel does not negotiate with neighbours unless after a major war. It violates lebanon's soveignity on a daily basis through mock air raids and breaking of the sound barrier, and bibi has said they will not stop the violations. Israel steals the water and diverts canals and streams, continues to occupy ghajjar village even in direct contravention of resolution 1701 that ended the 2006 war. I am sure Lebanon will negotiate but only with a willing partner which does not exist in Israel. We are stuck with 400,000 Palestinian refugees and their families that were kicked out of their homes and villages by Israel in 48 and 67. Yes, negotiate, we welcome it, But you don't have the guts to negotiate on all the issues, so shut up!

Ado: You live in Australia , a quiet country, you can play with your children in the garden without threat of a suicide bomber to blow himself up in buses , schools or night clubs. you know the feeling you were living in Lebanon when you had a civil war.
You blame Israel for all of Lebanon troubles? why did Lebanon opened its borders to terror groups ? why did Lebanon turned from a quiet country to a nest of terror acts against Israel from Lebanese soil?
You mention the outcome of stupidity of Lebanon.,
You don't ask for example what would another country do with threaten of thousands of rockets and missiles targeted toward its cities and towns.
What war exactly was ended between Lebanon and Israel ?
It the Ghajjar village only reason for dispute? when was this village Lebanese and its inhabitants were same . Why don't you ask them weather they want to return to Lebanon at all?
You sit to the table with partners , yes, same as we sit with Jordan and Egypt and not under threat of Iran.

Ado: Speaking of 400 thousand refugees in Lebanon? and what exactly did Lebanon for them? and what did the rich countries like KSA or UAE for them? what kind of civil rights Lebanon gave them ? or the contrary , Lebanon did all she could to avoid any human rights.
Speaking of refugee, the UN in 29th November 1947 gave a solution of partition Palestine into 2 countries: guest who objected.
They pay once again the stupidity of Arab leaders who were dreaming till now to wipe out Israel.
Speaking of refugees and their return to Palestine, we had also 1.2 million Jewish refugees expelled from the Arab countries like Iraq, Egypt , Syria , North Africa, forced to leave their property.
Contrary to the crocodile tears from Arabian countries of the poor Palestinian we rehabilitated Jewish refugees gave them a country and hope.
We built a country and Arabs still dream of liquidating Israel.
We still live after so many years under threat of terror gangs like Hezb and you blame Israel for that.

Danny. Yes I am lucky to live in a beautiful peaceful nation. Yes, Israelis live under constant threat of missiles and bombings. But you reap what you sow Danny. Do the lebanese, especially the southern Lebanese not live under the same threat? Hezbollah is the ultimate example of what happens when a people have been living under such death and destruction. It was not the Lebanese that started this situation or attacked Israel. You say we opened our border to terrorist? You wask what we did for the palestinians? Well we opened our homes as well to the refugees that Israel created. Our country was once the Switzerland (banking)and Paris(culture) and every other example of freedom in the middle east. the envy of the world. And look what we did for the Palestinians, we had our country destroyed!
You talk about ghajjar... Let us see how many "villages" in Israel and occupied territories, want to be apart of a "Jewish" Israel?

The Jewish refugees that came to Israel were not forced out..

But were encouraged by the zoinist plan to come to Israel and ben gurion also states this plan to encourage ethinic cleansing by all means. Jews are not a problem, there are Jewish Lebanese families in my village in Lebanon front he Haddad families and they will never be bothered...
The problem is so simple Danny, the Arabs in 2000 Beirut conference offered Israel a peace deal. Give back the lands captured in 1967 and there will be peace! The 1948 refugees can be resettled and compensated in western countries and and the 67 return or compensated in other nations outside Lebanon. Full stop. Peace in the middle east! You know it, everyone knows it. But Israel with liberman and bibi will never accept it. The hard core extremist in israel will kill any one who has the balls to want peace, like the hero yitzac rabbin.
Until then we will only hope and dream that not too many more die before Israel relizes its on the wrong side of history. Occupiers eventually Lose!

Ado, in 1928-1929 there was no Jewish state and Jews of Hebron (El Halil) were slaughtered.
Same happen in other villages and towns.
In 2nd world war there was no Israel then, but the Mufti of Jerusalem Haj Amin El Husseini became an ally to Germans declared Jihad on Jews, not Israeli-Jews and sent his troops to be under the SS command.
In 1947 after UN resolution once again we were attacked by local Arabs and forces from outside Israel.
same after Israel became independent.
We did not cause the Palestinian problems, They started war and lost.
They must be responsible for their mistakes.
Israel is our country not less than the Palestinians but we were ready to split it including giving up the holly city of Jerusalem to be given to international control, guess who refused it.
You want Israel now to receive in its territory the return of Palestinian refugee., just thinking what would have happen to Jews in Palestine if we were loosing this war. we can see "Israeli lovers" in Gaza strip.

I am living in Lebanon, and I am pretty moderate. I will go back to your main point "why don't you sit with Israel and simply negotiate"
If we do negotiate or even talk to Israel, it will give legitimacy to Israel. Israel is craving for our aknowledging its right to exist. That is the only thing they want from us, And the only card we have as lebanese. If we give this card, we will never get the palestinians out. BUT WE WANT THEM OUT OF HERE. and we wont talk to you until you take them back or send them to the US, or anywhere in a honorable way. See, you stole or bought or bullyied them out of their land. They are YOUR problem. Deal with them. And dont throw them on us. Once you do that, Hezbollah, weapons, all that bullshit will slowly fade away.

no wonder that usa is a big friend to israel: same methods of ethnical cleansing.
the americans killed ,slaughtered and parked native americans in reservations and israel did the same with palestinians.

israel will never accept the return of palestinians for the simple reason that it would change the demography! and the state would no longer be jewish.

israel was a big ally of apartheid south africa because they are also an apartheid state.
peace? no they don t want peace, it would mean less military cooperation and money from the usa. they prefer to be surrounded by ennemies to justify their victim position and receive money from usa.
they didn t learn from history and the horror the jewish people suffered from the nazis because they are using the same methods with palestinians...
israel has to make the first step towards peace not the arabs!
because the arabs are victim not israel...

Ado.Australia / Fadi. Ado you gave me list of terror acts made by Jews but what a surprise you did not mention any massacre or terror made by Arabs.
As if we are talking about children of mother Teresa.
Come on grow up.
King Hussein killed in one month more Palestinian than Israel did in 65 years.
Muslims in Iraq killing each other with larger Numbers we can think about.
Even Lebanon suffered from internal wars with hundreds of thousands casualties. (Don't forget to blame Israel for that.)
We never noticed you boycott your neighbor of today who slaughtered your family years back.
Same with Israel, if you had brave leaders you sit to the table and talk with no pre-conditions as peace you make with enemies.
Its up to you to decide weather both countries will continue counting their death or to look for solution.
As father to 3 Sons and as 2nd generation to holocaust survivors we know how looks hate and what hate can do.

In fact, Arabs protected jews during WWII all over north Africa, if that was not the case, many would have been killed.
